[Bug 1674] ebtables causing packet loss

OK, so packet loss doesn't occur due to the drop rules but from system overload
(it seems). At least when you see 100% ksoftirqd, you've maxed out your server.

What hypervisor are you using? Is this maybe related to retbleed mitigation?
(It hits performance pretty badly.)
