The default iptables in debian 8 is 1.4.21 according to [1]

That version lacks revision 4 of match set. Inserting a set with this binary,
then reading with a manually compiled one will indeed trigger

    Chain POSTROUTING (policy ACCEPT 0 packets, 0 bytes)
    pkts      bytes target     prot opt in     out     source               
  destination         
         0        0 MASQUERADE  all  --  *      eth0    0.0.0.0/0           
0.0.0.0/0           set [unsupported revision]
