IPTables allows for entries to be placed in the NAT tables (PREROUTING) which 
can specify a source of 255.255.255.255 but in fact the forward will never 
occur.  I would like to be able to explicitly forward UDP broadcasts in some 
cases...  I guess I should put this in as an enhancement.
