Standalone iptables

Hi:


Does there exist a standalone iptables implementation that does the packet
filtering and that does not rely on the iptables sitting in Linux kernel.
If I am not wrong then the iptables-standalone.c that is available at
netfilter.org only provides the interface to specify filtering policies. I
am looking for complete user-level implementation  with minimal help from
kernel.
