connecting to ftp too fast

MessageGet yourself an inet server that does what you want, I'm pretty sure
xinetd will do what you want as it has a number of access control/rate
limiting options.

Is there a way to keep users from trying to connect to my wu-ftpd server too
fast?  I want to limit connection attempts to 1 or 2 per minute when the
server is full.  Is there a way to do this with iptables?

It would also be helpful to add these users to a ban list for violating the
rule.
