ICQ rules questions

I copied a friend's firewall rules; here are the ones
for ICQ:

EXTIF = eth0

# Allow ICQ TCP communication port
$IPTABLES -A INPUT  -i $EXTIF -p tcp --sport 5190 -m
state --state ESTABLISHED -j ACCEPT 

$IPTABLES -A OUTPUT -o $EXTIF -p tcp --dport 5190 -m
state --state NEW,ESTABLISHED -j ACCEPT 

# Allow ICQ incoming TCP events 
$IPTABLES -A INPUT  -i $EXTIF -p tcp --sport
50000:51000 -m state --state ESTABLISHED -j ACCEPT 

$IPTABLES -A OUTPUT -o $EXTIF -p tcp --dport
50000:51000 -m state --state NEW,ESTABLISHED -j ACCEPT
