Note: this specific detail may not be totally accurate with ssh:

ssh clients (typically unix ones) may connect from a port that is lower
than 1024. Of course clients will not try to connect from port 22, but
they may will connect from some available low tcp port.

(The other details, including the modifications to the rules, are probably
correct)
