Specifying additional relationships?

How do I tell iptables that I have a special relationship?  For example,
I have an app where the client connects on tcp port n and the server
then connects back to the client on UDP port N.

Also, I have an ftp server that I can specify which ports it will give
out for passive connections.

So I want to tell IPtables that ports 21 and 35000-35100 (for example)
are ftp ports.

Can I do that?  I am not masqing the ftp server.  It sits on the
firewall, and only does passive ftp on specific ports.  How do I tell
that to iptables?
