IPTables not working on some rules

Has anyone seen odd behaviour from iptables like the following?

iptables -A INPUT -p tcp --sport 80 -j ACCEPT

the above rule inserts, but it never ever matches.

kernel 2.4.17 as of today
iptables 1.2.5

the rule:

iptables -A INPUT -j DENY 

does work, but anything even slightly port or ip sepcific just gets ignored.

Any ideas?
