iptables packet travel scheme

I read that a packet do this travel before routing decision:

PREROUTING (magle) --> PREROUTING (nat) --> routing decision...

I have some rules that are common to all of my user defined chains and I 
wanted to know if it is possible to put that rules on PREROUTING (magle) 
or PREROUTING (nat) instead in all my user defined chains
