Planning to release iptables-1.2.4

Hi !

I searched through the CVS, but couldn't find any
evidence of the patch I sent a few weeks ago for the
TTL target. Basically, when incrementing or
decrementing the TTL, the operation is performed on a
non-initialized variable which leads to anything but
the desired behaviour.

The following patch fixes it (and works here).
