Hm. I think there was something on netfilter-devel about this. Anyway, if
you use CVSweb, you can see the comment when the file was removed:

"BALANCE patch deleted, as the 'randomness' patch (by rusty) in the main
kernel (since 2.4.8, at least) solves this issue"

This is true. The userspace extension should be in this directory for some
time, since people may compile a new iptables but still use an old kernel,
which still had the BALANCE patch compiled in...
