Your problem is obvious. Unless you connect to an irc server on ports
1024-1031, this isn't going to work.

change it to:

/sbin/modprobe ip_nat_irc ports=6667

and it should work just fine, as long as you connect to irc servers on
port 6667 like most regular people do.
