The metric for the local address is likely better than the public one. Therefore the ftp
server does not try to reach the public address, it sees the service on the localhost. The
localhost would have a metric of 0 and the gateway would have a metric of 1 if it is
directly connected. Zero is better than one even though they are really not that far
apart.
Try changing the metric to see if you can force it to use the public IP. That would be for
interest only, I can't see why you would want to do it that way other than for testing the
service.
Someone else will likely have an answer for the rest of the problem.
Print out the routing tables to double-check me.
