problem (?) compiling iptables 1.2.3

Unlike previous versions, the 2.4.10 config script does not
automatically make this stuff as modules. You have to specify that they
built as modules by using the "m" option during configuration option (if
you're using "make config"). Otherwise, they will be built into the
kernel instead of modules. If you specified they be modules, did you do
a "make modules" and a "make modules_install"?
