When you do tcpdump on the interfaces involved in the IRC DCC, what do you
see? What packets are getting through, which ones don't get through/come
back?

Try the same IRC DCC on a box with your old configuration (or with
(temporarily) wide open iptables config) for comparison. (i.e., scope a
working IRC DCC and compare with your non-working config).

There are a lot of things which can go wrong. You need to get better
'visibility' on what is going wrong.
