This would have a very drastic effect. For one thing, it would block this 
e-mail message. Even if you did make it specific to port 80, you'd still be 
filtering out any web content that mentioned or linked to hotmail.com, and 
would probably cause more unwanted blocking than even denying 64.4.0.0/16 
would.
