Rate limur using kbit/s

Hello,

I'd like to write a filter to be able to limit the traffic for an
  IP address to a certain amount of kbit/s. Packets/s is not good
enough.

Next I'd like to add a target that would resize the cwnd of all the
connections
  for to this IP address. 

Where should I start ?

The first would be to make a new filter using the rate limit code ?
Some help to get me started would be nice.
