QoS: retrieving the state of output queues/schedulers

Dear all,
does somebody know whether it is possible to retrieve the information of
what is the current state of the output queues/schedulers?
I mean: to ask how many packets are in the queue etc. such that the queue
would deliver this information to a user application.
The Mailing lists mentioned in the "Advanced Routing HOWTO" is dead today.
