Is there a way to clone a ppp address onto a local network?

if you can deal with your ISP to it routes the extra IP addresses thru your
"main" PPPoE connection, everything will fall back easily to simple routing
(it is technically possible ; in France, Nerim  has a commercial offer for
/29 subnets thru ADSL).

else, you can try to run multiple PPPoE sessions on your gateway, and then 
use IP-to-IP NAT in PREROUTING chain.
