Trying to create my own target

I'm trying to write a new target.  I've written code based in large part
on ipt_MIRROR.  The only problem is, I don't know how to integrate it
into iptables.  My main questions are the following:

What sorts of stuff should I have in a make file to avoid getting all
kinds of compiler warnings, such as redefining value warnings?

Where should I compile it?
