Load balancing

Hi all,
In my reading over the last few days I have slowly begun to realize that
netfilter may not be the solution to my problem. I am trying to do
reverse load balancing; in other words, I have two (or more)
heterogeneous internet connections and I want to balance my
internet-bound packets between them efficiently and dynamically. By
dynamically, I mean that if a link goes down, my machine will not
continue to try to route packets out that interface. I realize that
this project entails a fair amount of coding of my own; this, I am
willing to do. So, after realizing that the load balancing provided for
in the netfilter implementation doesn't do what I want it to do, I
thought I'd ask you: Is there anyone currently working on this? I have
been poring over antiquated docs for iproute2 and have concluded that it
is not my Grail either. Can anyone point me in the right direction, or
should I start from scratch?
