I am looking for some sugestions to our problem...

our problem:
we are going to be filtering 700+ machines
Both IP and MAC address. What we are trying to do is
prevent people from spoofing IP's thats why we have
the MAC address checking.
We were thinking that we could do a binary search
tree, but are having a hard time implimenting it.
Would IPTABLES and the kernel be able to handle such a
large tables or is there a limit on the number of
tables that the kernl and /or iptables can handle?
should we use ippool or what?

The router will be a PIII 500 with 128 or 256 Ram with
2 NICs( we havent decided what brand yet. any
suggestions here would be apreciated).It will be
running on a swithched network.  Speed is an issue
here an we want it to be fast.
