IPTABLES COMPILE

I am running Kernel 2.3.99 pre6 and when I try to run make install on =
the
iptables1.0.0 source I get the following error:

make: *** No rule to make target =
'include/linux/netfilter_ipv4/ipt_limit.h',
needed by 'libiptc/libiptc.d'. Stop

How do I get the new version of iptables to compile.

P.S  I have installed Kernel 2.3.99 pre6 then netfilter 0.1.18 and then
tried the iptables1.0.0 source.
