I had this problem, too.  I tried installing the latest libc5
(libc-5.4.46).  Unfotunately, this broke the compile.  I now get a 
  redefinition of 'struct tcphdr' in /usr/include/netinet/ip_tcp.h

compiling testsuite/gen_ip.c:
