Packet does NOT satisfy hashlimit

Hello all.

Is there any specific reason why hashlimit does not support
inversion, or is it just that no-one has got around to doing it ?

By "supporting inversion", I mean being able to write

  iptables ... -m hashlimit ! --hashlimit 1/s -j DROP
