Error message while using libipq

I am trying to QUEUE packets to the userspace using libipq at my MPLS egress
router. But I always get the error message stating "Received error message".
Is this because the libipq program requires IP packet but I have QUEUED
packet on all the chains and got the same error. Can anyone help me as to
why I am getting this error message and how to get rid of it? I am doing the
same at the ingress and that works fine.
