In the netfilter CVS tree, it's defined in
netfilter/userspace/include/libiptc/libiptc.h.

It's a data structure for libiptc for manipulating the iptables/netfilter
kernel-level rules. It references a particular table (filter, nat, mangle,
etc.), and there are other functions (mentioned in that heard, and
implemented as part of libiptc) for managing chains and rules which use a
struct iptc_handle to do their job.
