IPFIX: remove plugin until it is usable
This patch removes the IPFIX from the Makefile. Thus, we keep
it in the tree in the hope that we'll have time to finish it
in the future but don't compile it. This confuses users since
they think that it works.

Is this in this times since > 5 years still the same?
It would be very nice if there where a performant ipfx, netflow or sflow
solution
on linux.
