iptables suggests that a later version might allow ordinary users to modify the
firewall:

[ 0 ] app_42 at android:/$ iptables --flush
iptables v1.4.11.1: can't initialize iptables table `filter': Permission denied
(you must be root)
Perhaps iptables or your kernel needs to be upgraded.
