[Bug 718] New bugzilla account has no permissions to create bug for conntrack-tools

I'm experiencing this problem as well.  After creating an account to submit a
patch for conntrack-tools, the "Enter Bug" page only gives these product
categories:

First, you must pick a product on which to enter a bug:
bugzilla:      if you have problems with netfilter's bugzilla, file them here.
ipset:      The ipset userspace program
iptables:      The userspace 'iptables' command, used to configure the packet
filtering ruleset from userspace.
libnetfilter_queue:      The userspace library for nfnetlink based packet
queueing
libnfnetlink:      The low-level userspace nfnetlink library
netfilter/iptables:      The netfilter/iptables kernel code
nfsim:      The netfilter userspace simulator
pkttables:      The mythical iptables successor.
ulogd:      The userspace logging daemon used in combination with the ULOG
target
