It very much loads on it's own on any system that I have (and that's many). 
There must be something wrong with your configuration of the kernel module
loading system. 

what does 'modinfo xt_tcpudp' tell you?

It should clearly tell you that it is aliased as 'ip{6}t_{tcp,udp}', which means
that 'modprobe ipt_tcp' should load it, which in turn is what the iptables
userspace program tries to do when you use '-p tcp' in one of your rulesets.

Also, please stop posting this to this bugzilla entry, since it is not really
related.  We've never had individual documentation for kernel modules that get
automatically loaded, and I think it's stupid to have it.
